The “Quality Evaluator (QE): Guidance to Value-based Evaluation” aims to support Galleries, Libraries, Archives, and Museums (GLAMs), and beyond, in fulfilling their cultural, social, and societal purposes. Traditional impact assessment tools often prioritise economic and quantitative measures, failing to capture the qualitative values that underpin cultural and participatory orgnisations. To address this gap, the project introduces the QE. By implementing it, the communities and organisations will benefit in clarifying missions, improving governance, identifying value gaps, and strengthening partnerships. For funders and policymakers, QE helps avoid policy instrumentalisation, supports flexible and adaptive funding models, and provides evidence for value-driven cultural policies. The toolkit also offers templates, guides, and illustrative value maps for practical application.
